Monsters of the appropriate levels were included in the rulebooks in Basic/Expert/Companion/Master/Immortals Sets and DandD Rules Cyclopedia book.
Many monsters now have instructions on how to use them as player characters.
With the Player's Handbook and Dungeon Master's Guide, it is one of the three "core rulebooks" in all editions of the (Advanced) Dungeons and Dragons game.

Plus, all monster entries include character stats so for the first-time players can play as the monsters.
Although new ones were introduced to replace them, the book is still short of the amount of creatures it had in the last version and you may find yourself having to convert stats from 2nd ed to 3ed, because a monster you have used in your last game isn't covered in the new rules.
I believe it's bad enough that they seem to have placed more emphasis on game mechanics then role-playing, but they kinda butchered the Monster Manual.

The bulk of the book is its encyclopedic listing of monsters (in alphabetical order of course, but with grouped creatures listed under the heading of the group).
I don't consider this a weakness of the book, mind you; this book was meant primarily to update the old standards to the new rules.
Exceptions are an introduction (which explains the stats, lists common special abilities, and describes how to "advance" a monster), separate appendices after the main alphabetical listing for both vermin and mundane animals, and another appendix of templates.

 Monster Class Tables for _Monster Manual_ (2000 version) Monsters
Yeah, something needs to be done about that, since a monster with 20 skill points at 1st level and only 3 class skills is going to be forced to spend skill points on non-class skills, which is not good.
Monsters taking these classes gain skill points and feats only when these tables say so; they do not gain skill points every level or feats every 3 levels like normal characters do (or like how Savage Species says they will in the "DandD 3.5" Monster Manual).
Some of these tables are going to look front-heavy with skill points feats.

Of course even the description given to you in the book can become stagnant after you use it twenty times to describe every orc the players face, but it definitely works in a pinch and is better than nothing.
Also new to the 3.5 system is a description listed under each monster you can use to describe to your players, which can definitely come in handy instead of saying, "You see a small.

 The Guild Companion: Review: Monster Manual
Unfortunately the Monster Manual does not go into great detail as to how to pull this off, instead it is covered at greater length in the Dungeon Master Guide.
It even breaks the Dragons down based on their Color and Age (since there is a wide variation in Challenge ratings across this group, one of the staple creatures of any fantasy role playing game campaign.
This is an idea that a few other game systems have been using recently, and the Dungeons and Dragons crew at Wizards of the Coast have jumped on the band wagon (a good move on their part) with this idea.

The problem is, at that time the rules for 3rd edition were still fairly skeletal, and as time passed and rules were published enabling players and DMs alike to use monsters as PCs, these rules were not in the Monster Manual.

If you go to look at the Dungeon Master Guide, you will see that it refers you to the Monster Manual for most common awards, although there are a couple of charts to help the DM (Dungeon Master) to determine the awards quickly.
Now the opponents have to be able to actually challenge the characters, in other words the opponents have to be a threat.
If you are just a player who wants to look at all the pretty pictures (and there are a ton of them), then this is where you will find yourself most often.

 Stupid Things in the Monster Manual
The rest seemed to have been pulled from someone's nether orifice, and my guess is that they have been included in order to support some other, non-traditional D&D world, like [shudder] Diablo II.
The art has some good points and some bad points.
This goes against the stated purpose of making Greyhawk the base campaign world, and the I think the space could have been devoted to more of the base-line, traditional creatures from D&D's past, and stupid monsters for weak role-playing games should be relegated to separate supplements.

This means that a druid can only shape change in to an animal from this book, and a wizard can only polymorph into a creature from this book, or from an other book on the booklist.

It may seem like a mistake, but the Monster Manual "has a standard" that should be looked at, mangled art, crappy layout, etc. make it a middle-line book.
Without going monster by monster, or page count equals pricing which other reviewers have done, the Monster Manual reads like an introduction with no delivery.

When making comparisons to "earlier editions" of the Monster Manual for the DandD game, do not make the 2nd Edition Monstrous Manual your sole point of comparison.
But until we do, kindly remember that the Monstrous Manual was a compendium of previously-published material, in some cases digested so thoroughly that the material was unusable (the "Bird" and "Mammal, Small" entries leap to mind), and try to refrain from comparing apples to oranges.
There is a tremendous amount of internal consistency—as a rule, a monster of X type and Y size will do the same amount of damage with its claw attack as any other monster of the same type and size does with its claw.
