En passant - Wikipedia, the free encyclopedia
En passant (from French: "while [the pawn is] passing") is a maneuver in the board game of chess.
The en passant rule applies when a player moves a pawn two squares forward from its starting position, and an opposing pawn could have captured it if it had only moved one square forward.
In chess notation, en passant captures are sometimes denoted by "e.p." or something similar, but that isn't required.

Pawn (chess) - Wikipedia, the free encyclopedia
The en passant move was added to the pawn's repertoir in the late thirteenth century to compensate for the then newly added two-square initial move rule.
Finally, a pawn that advances all the way to the opposite side of the board (the opposing player's first rank) is promoted to another piece of that player's choice.

Rules of Chess: En passant capture FAQ
To capture en passant, the opponents pawn goes to the square passed over by the pawn (i.e., the square on the third row), thus moving diagonally forwards.
En passant capture is a special type of move, with which pawns can take other pawns, under specific rules.
The en passant capture can only happen directly after the double step move; the pawn that takes must be on the row where the taken pawn has moved to during the double step move, as in the examples above.

Mark Lowery's Exciting World of Chess - En passant
In chess notation, en passant capture is shown as if the capture had been made on the square it would have occurred if the pawn had not been advanced two squares.
Additionally, the player must do en passant on the very next move after the opposing player makes the necessary two-square pawn advance.
Either player may do an en passant capture with any of his or her pawns.

 En Passant Capture [Retro Corner]
En passant (like castling) is a conditional move, whose legality in a position depends upon the history of the game.
En passant captures are the only way to give a double check without moving either of the checking units.
Second, there are situations where en passant interacts with castling moves in various ways (and then the PRA convention or the spectacular A Posteriori convention may be applied).

The game of en passant chess was mostly phil cohen's, it seems to me, although Pritchard may likely credit me as it was first published in my Nost/Algia column in the early 1970s.

The rule allows the pawn that is being passed to make a capture anyway, as if the pawn passing it had moved only one square, but that capture must be made on the next move.
So, the en passant rule was introduced to compensate for this effect.

I don't know the history of the en passant rule, and yes, it is only when the pawn moves twice.
