Suppose Player A has a rating of 1613, and plays in a five-round tournament.
The ELO rating system is a method for calculating the relative skill levels of players in two-player games such as chess and Go.

A rating difference of 2900 ELO points from (Gu Li) to a 20 kyu with 100 ELO points is a difference in insight into the game by 29 times the standard deviation (100 ELO points).
The rating systems in place today are a political compromise between mathematicians who would like to estimate hypothetical parameters accurately and players who want each game to be a fight over the rating points they win and lose.
It is no coincidence that many ICC members consider the only accurate ratings on the server to be those from which computer players are barred and the games are paired randomly by the server rather than by choice of the participants themselves.

Elo's recommended K-factors were 32 for regular chess players and 16 for masters (masters are high-rated chess players, and a lower K-factor simply means that they don't move in rating as much because they stand to gain or lose less); in actual implementation, the K-factors used were 30 and 10, respectively.
To put it simply, the new rating formula adds or subtracts from the player's old rating a number of points determined by multiplying 32 (the K-factor) by the difference between the dueler's score and his or her expected score.
That means that the interval between the dueler's rating and his or her opponent's rating plays a significant role in determining how many points the dueler stands to gain or lose.

 Go Rating
It means that the ratings are not reevaluated after each game (round) and the "new" ratings are computed from the "old" ones adding all contributions from the games the player completed at a given tournament.
However, the player's rating is kept in the database of players and it is used once he/she appears again at any tournament in the future.
The post-tournament ratings are calculated assuming that every player enters the games with all opponents at the same initial (pre-tournament) rating.

The basic theory of the Elo rating system is that the difference between the ratings of players is a guide to predicting the outcome of a contest between those two players.
Their initial point rating (for use by the ratings formula) is the “average” value for the ranking’s point scale range, since it’s not feasible to accurately “estimate” where in the ranking classifications point range a player might be (estimating the ranking level alone is difficult enough).

ELO is based on math and can be used to give a good estimate of the probability of a certain level player beating another.

But I digress, when Elo says that the ratings are accurate to a 50 point range he is stating that a player with a current rating of 2500 has a 95% probability of having a playing strength that falls between 2450 and 2550.
In the first example using the ELO rating system the 2 players will have ratings of about 2040 vs. 1960 depending on the order of the games.
That would indicate that if the rating difference between 2 players with established GK ratings was greater than 800 points the higher rated individual is nearly certain to be the stronger player.
