Immediately, Atari took great pains to identify the many companies working on Atari Jaguar games and the list was surprisingly impressive: the number of 3rd party developers working on JAGUAR games had not been seen on an Atari console since the Atari 5200 in the early 1980s.
There were rumors that Atari was going to jump into the 16-bit market as far back as 1989, but a 16-bit Atari console (some thought Atari would release an Atari ST Game System) never materialized.
Atari proudly boasted that the Jaguar was made in the USA (thanks to deals with IBM and later Comptronix), hoping to appeal to the patriotic side of an American gaming public that typically purchased Japanese goods.

Unlike the earlier Flashback which was basically a NES on a chip emulating an Atari 7800 (and looking like one), this time the console is a VCS on a chip and the 40 games included will be 'proper' 2600 games rather than emulated ones.
In a interesting move the 'new' Atari have released the Flashback 2, a miniture Atari VCS 'woody' lookalike.
The board is slightly cut down from the full CT60, with the main 68060 soldered onto the motherboard and few other modding features missing, but the average user will not notice the difference.

Even wth a good two years jump on the competiton as far as emerging 32 bit technology the Jaguar did not obtain many third party developers and Atari had difficulty creating titles in house all by itself.
Hasbro made Atari Corporation just a part of its poorly known Hasbro Interactive Sofware division.

Included in the Atari Jaguar 64 section under the Atari Jaguar Technical Data and Documents section is a WinZIP file containing 95k of directories and disk images with developers software, notes, utilities and the infamous "Panther Pong" which is actually a crude Breakout game in reality.

As for games, rumors are Panther-pong, Cybermorph, Raiden, and Cresent Galaxy were ported to the Jag from the Panther, although chances are there were more than a few other Panther projects that ended up as Jaguar games.
From a technical standpoint the Panther could have stomped all over the SNES, and problably would have (all things remaining equal.) Atari's decision to abandon the Panther and go with the Jaguar cost valuble time which could have been spent building a dedicated constomer base.
By the time the Jag was finally released there was Next-gen Competition in the form of 3DO and 32X.
